Breaches of Ontario man's charter rights so 'abhorrent, egregious' that murder charge stayed, judge rules

The "complete and utter failure" of Ontario's corrections system to properly manage the solitary confinement of a mentally ill man in segregation for more than four years while awaiting his murder trial has led to a judge staying the charge.
