The Liberal government has signed a $500M deal with IBM Canada without seeking competitive bids - a move slammed by home-grown technology firms who feel shut out. The massive contract follows a year of controversy over the dysfunctional Phoenix payroll system, also created through a multi-million-dollar deal with IBM.
